Contractors must demonstrate that their employees possess all required licenses and certifications for railroad operations, including compliance with the Lautenberg Amendment and 49 CFR Part 172, Subpart H training requirements. The market research will help determine the procurement method, which could include a small business set-aside or full and open competition. Interested parties must submit their capabilities statement via email to Danielle Rhone by January 15, 2025, at 2:00 PM Eastern Time, with responses expected to be comprehensive and sufficiently detailed to allow for qualification assessment.

While no specific set-aside has been predetermined, the government is open to potentially reserving the contract for small businesses or pursuing multiple awards. The North American Industry Classification System (NAICS) code for this procurement is 488210 - Support Activities for Rail Transportation, and contractors must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF). Respondents are required to provide details about their business size, socioeconomic status, ownership type, and past performance with government agencies. The solicitation emphasizes the need for detailed capability statements, including information about potential subcontracting or teaming arrangements. No pricing information should be included in the response, and telephone inquiries will not be accepted. Contractors must be prepared to make employee training records available upon government request and provide proof of required certifications and compliance documentation.
