About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal is seeking rail movement and switching services at the Letterkenny Munitions Center in Chambersburg, Pennsylvania through Solicitation W911N225R0026. The contractor will provide all labor, equipment, and personnel to perform railroad switching services including moving loaded and unloaded rail cars, coordinating car inspections, and managing rail movements within the facility. Offerors must be members of the American Short Line and Regional Railroad Association and demonstrate the capability to respond to movement requests within 24 hours, with emergency response capabilities within 4 hours. The evaluation will use a best-value trade-off approach where technical capability and past performance factors are significantly more important than price, with technical evaluation assessing the contractor's approach to rail switching services, response times, personnel sourcing, equipment resources, and employee qualifications. The solicitation was posted on May 30, 2025, with proposals due by 10:00 AM on June 30, 2025, and questions to the Contracting Officer must be submitted at least 5 calendar days before the closing date.
This opportunity is set aside 100% for small businesses under NAICS code 488210 with a size standard of $34 million, and the current incumbent provider is PA & Southern. The contract is structured as a firm-fixed-price requirements contract with a base period from July 27, 2025 to July 26, 2026, plus four additional one-year option periods extending through July 26, 2030, for a total potential contract duration of five years. Historical rail car movement volumes were 574 cars in 2023 and 270 cars in 2024, with an anticipated range of 270-574 rail cars annually requiring movement to and from Gate 4 at the munitions center. The contractor will be responsible for providing switching services daily except on recognized U.S. holidays, typically operating between 0630-1630 hours Monday through Friday, and must pay any car hire charges for rail cars exceeding allowable rental periods. Performance will take place exclusively at the Letterkenny Munitions Center, with the contractor required to provide their own locomotives and qualified personnel while the government retains ownership of railroad tracks and facilities.
