About this opportunity
The Federal Railroad Administration (FRA) published a Notice of Intent (NOI) on March 4, 2026, announcing its intent to award a sole-source contract to MITRE Corporation for Rail Information Sharing Environment (RISE) Program Development Support Services. This special notice is not a competitive solicitation but rather notification of a planned sole-source award to continue work previously performed by MITRE under an existing contract. The award will be made under the authority of 41 U.S.C. 3304(a)(3) and FAR 6.302-3, which permits the establishment or maintenance of essential engineering, research, or development capability through a federally funded research and development center (FFRDC). The opportunity ID is FR26RDI20000000023, and the posting falls under the Research and Development in the Physical, Engineering, and Life Sciences NAICS category.
RISE is a voluntary, non-regulatory, and non-punitive data-driven railroad safety partnership between the FRA and railroad stakeholders who voluntarily share operational and safety-related data to analyze risks and address complex railroad safety challenges. The contemplated contract includes a 12-month base period followed by two optional 12-month periods, for a potential total performance period of 36 months if all options are exercised. The FRA has determined that continuity with MITRE is essential to maintain program governance, stakeholder engagement, and data-trust architecture while avoiding duplication of costs, schedule delays, and risks to analytical integrity. Although this is not a competitive solicitation, interested parties may submit a capability statement demonstrating their ability to perform the RISE continuation effort without disruption, with a response deadline of March 25, 2026. Only organizations meeting FFRDC requirements and capable of maintaining existing relationships and institutional knowledge are considered eligible for participation.
