About this opportunity
The Department of the Army Corps of Engineers Engineering District Sacramento is seeking to procure rail curve reconstruction services at the Military Ocean Terminal Concord (MOTCO) in Concord, California through an anticipated Invitation for Bid (IFB). The Rail Curve Package 2 project involves reconstruction of approximately 7,500 linear feet of rail repair, including repairs of ties, rails, and other track material for multiple rail curves on the tidal side of the installation. The base bid package includes repair by replacement of curves 6, 11, and 12 with curvature less than 12 degrees, plus demolition of curves 4 and 5, with Curve 19 as an optional repair involving connection to a Union Pacific Railroad-owned mainline siding. Tracks must be constructed per standards in UFC 4-860-01FA and AREMA Manual for Railway Engineering. The government anticipates issuing the IFB in mid-August 2025 with bids tentatively due in mid-September 2025, and all submissions will be evaluated through the standard IFB process for a firm-fixed price construction contract.
This opportunity will proceed as an unrestricted solicitation with no set-aside designation, meaning all qualified contractors may compete regardless of size or socioeconomic status. No incumbent contractors are identified in the pre-solicitation notice. The estimated construction magnitude is expected to range between $25 million and $100 million, classified under NAICS Code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. The project timeline involves approximately 7,500 linear feet of track work across multiple rail curves, with the specific scope varying between mandatory base work and optional curve repairs. The government has cautioned that this project may be delayed, cancelled, or revised at any time during the procurement process, and contractors must monitor SAM.gov for updates to the interested vendors list and any changes to the solicitation timeline.
