About this opportunity
The United States Transportation Command (USTRANSCOM) is conducting a market research survey to identify capabilities for the Rail Car Intransit Visibility (ITV) program. This Request for Information (RFI) is specifically designed to gather insights from small businesses, existing contractors, and potential new entrants in federal contracting about rail transportation support services. The RFI follows a previous market research effort (TRANSCOM25R013) and is intended to facilitate decision-making within the Department of Defense. All submissions will become government property and will be handled in accordance with applicable regulations, with the understanding that this RFI does not constitute a formal proposal request or commit the government to future purchases. The market research survey is open from May 14, 2025, to May 23, 2025, with responses to be submitted by the closing date.
The opportunity is categorized under NAICS code 488210 for Support Activities for Rail Transportation and PSC code 2240 for Locomotive and Rail Car Accessories and Components. There are no specific set-aside designations for this market research effort. The RFI does not specify potential award values, incumbent contractors, or precise service quantities. USTRANSCOM explicitly states that they will not be responsible for any costs incurred by entities providing information in response to the RFI. The documentation indicates this is a planning-stage investigation aimed at understanding market capabilities, with information to be disclosed only to relevant stakeholders within the Department of Defense. Potential respondents should carefully review the attached government files (PWS Rail ITV RFI DRAFT.pdf and Rail Car ITV RFI_2.docx) for comprehensive details about the research objectives.
