About this opportunity
The United States Transportation Command (USTRANSCOM) is conducting a market research survey to identify capabilities for a Rail Car Intransit Visibility (ITV) program involving the installation of Remote Monitoring Devices (RMDs) on approximately 1,700 Department of Defense owned chain flat rail cars. This Request for Information (RFI) seeks to understand industry capabilities for tracking military rail assets using Commercial-off-the-Shelf (COTS) devices with specific technical requirements. The devices must provide near real-time tracking, reporting location data every 15 minutes while in motion and every 30 minutes at rest, with additional capabilities to detect impact events, load status, and tampering. Responses are due by 4:00 PM Central Time on April 18, 2025, and must be submitted via email to Megan Manning and Amy Burk. The government emphasizes that this is a market research effort and not a commitment to purchase, with responses to be used for refining future acquisition strategies.
The procurement is not designated for any specific set-aside, and is open to businesses in the Support Activities for Rail Transportation NAICS category (488210), with a small business threshold of $34M. The government intends to issue task orders for at least 50 rail cars at a time, with the goal of equipping all cars within one year of contract initiation. Technical specifications for the RMDs include devices no larger than 15x4x2 inches, with a 5-year battery life, position accuracy within 50 feet, and compliance with multiple military and telecommunications standards. Contractors will be responsible for installing devices at various military installations and ports, providing a web-based tracking platform, establishing data interfaces with government systems, and maintaining 99.5% system uptime. Replacement devices must be shipped within 5 days if malfunctioning, with the overall objective of improving the Department of Defense's rail asset tracking and management capabilities.
