About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) is seeking non-personal services for Fitness Center Sports Officials at RAF Mildenhall and RAF Lakenheath in the United Kingdom. The pre-solicitation notice represents a Request for Information (RFI) aimed at conducting market research and identifying potential sources for officiating services across five sports: flag football, basketball, volleyball, softball, and soccer. Interested companies are required to submit electronic responses by May 7, 2025, at 23:59 London Time, with the RFI soliciting information about service capabilities, company details, response timelines, and potential clarifications to the draft Performance Work Statement (PWS). The government is specifically requesting companies to indicate their willingness and ability to provide sports officiating services, with a focus on identifying potential contractors who can meet stringent qualification requirements. Respondents must provide company information including CAGE code and Unique Entity Identifier, and are encouraged to highlight any potential limitations in meeting the contract requirements.
The contract is not set aside for any specific business category and will cover a base year with three optional extension years, potentially spanning a four-year period. While no specific award value is mentioned, the performance work statement indicates an estimated annual workload of approximately 200 games per sport at each location. Officials must possess sport-specific certifications, pass background checks compliant with Department of Defense Instruction 1402.5, and be capable of obtaining base access passes. The contract emphasizes strict performance standards, including professional conduct, uniform requirements, and adherence to sport-specific rules. Potential contractors will need to demonstrate the ability to provide certified officials who can manage games professionally across both RAF Mildenhall and RAF Lakenheath locations, with performance evaluated against specific quality control thresholds for officiating accuracy, punctuality, and professional standards.
