About this opportunity

The Nuclear Regulatory Commission (NRC) has issued a Special Notice announcing its intent to noncompetitively award a purchase order for RADMAN Training to WMG, located in Peekskill, NY. The agency has determined through market research that WMG is the sole source capable of providing the required technical assistance for this training opportunity. The contract is being processed under FAR 13.106-1(b), which allows for single-source solicitation when the estimated acquisition value is below the simplified acquisition threshold and only one source is identified. The notice was posted on December 19, 2024, with a response due date of January 3, 2025. The noncompetitive purchase order will support NRC inspectors in understanding RADMAN software's functions and operations.

The primary objective of this training is to familiarize NRC inspectors with RADMAN software capabilities, calculations, and analytical features to enhance their ability to evaluate licensee compliance with regulatory requirements for radioactive waste characterization, classification, and shipment. The anticipated period of performance spans from February 15, 2025, to December 14, 2030, providing a comprehensive training engagement. The training will enable inspectors to proficiently complete required inspection procedures and assess the safety and adequacy of nuclear power plants and other NRC licensees. WMG has been identified as the exclusive provider of this specialized technical training, making them the sole eligible contractor for this opportunity. The NRC's strategic approach ensures that inspectors will gain in-depth knowledge of software functions critical to maintaining regulatory oversight in the nuclear industry. The training's focused scope and targeted objectives underscore the agency's commitment to maintaining high standards of nuclear safety and regulatory compliance.

Notice text

Notice of Intent to Noncompetitively Award Purchase Order for RADMAN Training

The Nuclear Regulatory Commission (NRC) is attempting to acquire training that will provide an overview of RADMAN software functions and operations, sufficient to inform an inspectors’ evaluation of licensee use of the software. The goals of the training are to familiarize inspectors with the capabilities and uses of RADMAN software, to familiarize inspectors with calculations and analyses performed by the software, and to familiarize inspectors with features/approaches they can use to evaluate how licensees use of this software in characterization, classification and shipment of radioactive waste comply with the regulatory requirements. This will support NRC inspectors in proficiently completing required inspection procedures and in determining the safety and adequacy of nuclear power plants and other applicable NRC licensees.

Based on the NRC’s recent market research, WMG is the only known way to acquire this technical assistance and is most effective to noncompetitively award to:

WMG

16 Bank Street

Peekskill, NY 10566

The authority permitting this action is FAR 13.106-1(b), Soliciting from a single source, because the estimated value of this acquisition does not exceed the simplified acquisition threshold and there is only one source that has been identified that can assist the NRC to conduct the RADMAN training.

The anticipated period of performance for the purchase order is Feb 15, 2025 – Feb Dec 14, 2030.
