About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Yuma Proving Ground has published a Special Notice announcing its intent to award a sole source contract for radiosondes. The agency plans to negotiate a noncompetitive Firm-Fixed-Price requirements-type contract with Vaisala, Inc., located in Louisville, Colorado, for up to a five-year ordering period. This contract will primarily support the Yuma Test Center's Meteorological Branch, with additional ordering capability for other Army test centers including White Sands Missile Range, Fort Hood, and Dugway Proving Ground. The requirement involves supplying expendable radiosondes for upper air data collection across these military installations. The contracting vehicle will be structured as a requirements contract to fulfill all actual purchase needs of the designated Army test centers.
The Special Notice serves as a sole source justification, explaining that Vaisala systems were selected and standardized by the Range Commanders Council Meteorology Group across the U.S. Army to ensure commonality and data sharing capabilities between installations. The government emphasizes that Vaisala, Inc. is the Original Equipment Manufacturer holding all proprietary data and patent rights, with no other manufacturer offering compatible products in terms of physical, functional, or performance characteristics. Interested firms have until August 26, 2025, to respond, though this notice explicitly states it is not a request for competitive proposals. The government retains sole discretion in determining whether to compete the procurement based on any responses received. Firms wishing to challenge the sole source approach must conduct their own research regarding specifications to protect proprietary information, and responses will only be considered for determining whether competitive procurement is warranted.
