The United States Department of Energy (DOE) plans to issue Requestfor
Proposal (RFP) DE-RP30-09CC00046 for Radioactive Waste Treatment and Bulk
Survey for Release services.
The services to be provided will be detailed in Section C of the RFP, and
involve (1) Bulk Survey For Release (BSFR) services in accordance with
Nuclear
Regulatory Commission (NRC) or Agreement State requirements; (2) Authorized
Release services for low level waste in accordance with DOE Order 5400.5,
Radiation Protection of the Public and the Environment requirements; (3)
Treatment services for Mixed Low Level Waste (MLLW) and Low Level Waste
(LLW);
and (4) Ancillary Services Associated with Waste Treatment
The RFP will be issued on a full-and-open, unrestricted basis. The North
American Industry Classification System (NAICS) code for the services to be
provided is 562910 with a small business size standard of 500 employees.
The
Government anticipates the award of multiple Indefinite Delivery/Indefinite
Quantity (IDIQ) contracts as a result of the RFP. After the RFP is
released,
interested parties will be invited to submit proposals which will be
evaluated
by DOE. The RFP will be released to the public on the RFP website at
http://www.emcbc.doe.gov/MLLW_Treatment/index.html. The RFP will also be
available through DOEs Industry Interactive Procurement System (IIPS)
website
at http://e-center.doe.gov and the Federal Business Opportunities website
(FBO)
at https://www.fbo.gov/. Contract(s) will be awarded on the basis of
lowest
price technically acceptable, considering the go-no go factors and price as
explained in Section M of the RFP. The contract award resulting from the
formal RFP is expected to be in or about the fourth quarter of calendar
year
2009.
This notice does not constitute a request for a formal proposal. This
notice
indicates the anticipated issuance of a RFP. It is anticipated that the
solicitation will be issued in the next 90 days. No paper copies of the
solicitation will be made available. Businesses responding to the
solicitation
must do so in accordance with solicitation instructions. DOE will not
issue
another synopsis announcing that an RFP has been posted.

Interested parties are hereby invited to thoroughly examine the Draft RFP
and
accompanying website in their entirety and to submit comments and/or
inquiries
in writing via email at mllwtreatment@emcbc.doe.gov. It is requested that
comments and/or inquiries be sent to this email only. The Governments
responses to any comments and/or inquiries received will be posted to the
Draft
RFP website at a later date. Comments and/or inquires are requested within
10
days after the release of this draft RFP.
THE DRAFT RFP IS NOT A FORMAL REQUEST FOR PROPOSAL. PROPOSALS ARE NOT BEING
REQUESTED IN RESPONSE TO THE DRAFT RFP AND WILL NOT BE ACCEPTED OR
EVALUATED.
