About this opportunity

The Defense Media Activity, specifically the Department of War Information Activity (DWIA), is conducting market research to identify potential vendors for a commercial, subscription-based daily radio show prep service intended for American Forces Network (AFN) broadcasters serving U.S. military personnel and their families stationed overseas. This Sources Sought notice (Tracking Number HQ0516-FY-26-0007) seeks information on qualified vendors capable of delivering comprehensive daily radio show prep packages updated every 24 hours via a secure, web-based platform accessible globally on a 24/7 basis. Required service deliverables include topical news and discussion starters, entertainment and pop culture information, lifestyle content, music and artist information, interactive on-air game ideas, and access to a pre-produced audio library with broadcast-quality elements, along with responsive customer and technical support during business hours. Interested parties must submit a capabilities statement not exceeding 10 pages by May 12, 2026 at 1:00 PM EST, addressing company information, detailed capability descriptions aligned with the Scope of Work requirements, platform features, confirmation that the service qualifies as a commercial item, and past performance summaries from at least two relevant contracts completed within the last three years. It is important to note that this is strictly a market research notice and no contract will be awarded based on responses; the government will use information gathered for planning, budgeting, and acquisition strategy development purposes.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No incumbent contractor or current vendor information has been disclosed in this notice, and no specific award value or budget range has been provided at this preliminary stage. The period of performance consists of one base year of 12 months with four optional one-year renewal periods at the government's discretion, allowing for a potential five-year engagement if all options are exercised. The platform must include a searchable archive of all previously published content and provide content adaptable for digital media and social media platforms to maximize the utility of the service across multiple distribution channels. As a Sources Sought notice, this document represents an early-stage market research activity designed to inform future solicitation development rather than an immediate procurement action.
