About this opportunity

The Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) has published a Notice of Intent to Sole Source for Radio Frequency Identification (RFID) equipment and support services for property management. The procurement involves acquiring five Zebra MC3390XR Ultra-High Frequency RFID Readers and 40,000 RFID tags specifically designed to integrate with the Sunflower Asset Management System (SAMS), which serves as DHS's Personal Property System of Record. The equipment must be compatible with CGI Federal Inc's proprietary MobileTrak software for automated data collection and transfer capabilities. This special notice indicates the government's intention to award the contract to CGI Federal Inc as a sole source supplier due to their unique position as the owner and licensor of the SAMS software. The acquisition falls under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

The primary objective of this sole source procurement is to implement RFID technology for enhanced property management capabilities within DHS operations, leveraging existing system integration with SAMS. CGI Federal Inc is positioned as the sole source provider because they own the intellectual property for SAMS and are the only entity capable of providing the required integration and maintenance services for the DHS system of record. Contractors who believe they can meet the government's requirements may submit capability statements by September 8, 2025, at 12:00 pm Eastern Time to ryane.stone@cisa.dhs.gov, though this notice explicitly states it is not a request for formal proposals or quotes. The acquisition will proceed under FAR Part 13 Simplified Acquisition Procedures, and any vendor responses will be treated as informational only with no entitlement to payment from the government. Funds have been authorized and appropriated for this effort, indicating the government's readiness to proceed with the procurement process.
