About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure radar transceivers for repair and modification services under NSN 7H-5810-016009931, TDP VER 003. This pre-solicitation notice indicates the government intends to use sole source procurement authority under FAR 6.302-1, as they do not own the technical data or rights needed to contract with additional sources for this specialized communications security equipment. The government has determined it would be uneconomical to purchase the data rights or reverse engineer the components. Interested parties have 45 days from the publication date to submit capability statements, proposals, or quotations demonstrating their ability to perform the required work. The due date for responses is October 14, 2025, with delivery terms specified as FOB origin.

This procurement does not utilize any set-aside designation and is open to all responsible sources who can demonstrate relevant capabilities. The contract calls for a quantity of 6 units to be repaired or modified, though no specific incumbent contractor or potential award value is mentioned in the notice. While the government intends to negotiate with only one source, they are providing this opportunity for other qualified vendors to express interest and demonstrate their technical capabilities. The specialized nature of this radar equipment and the government's lack of technical data rights suggests this may be a high-value, technically complex procurement requiring specific expertise in military-grade communications security components.
