Update #1 ·

This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) announces its intention to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the procurement of the collection, distribution, and processing of C-band weather scans using the U.S. Navy's Mid-Course Radar (MCR) located at Cape Canaveral, FL. L3 Interstate Electronics Corporation (L3-IEC) is the sole operators of the MCR and uniquely positioned to support these data collections. The unique construction of the MCR together with L3-IEC's unique knowledge, skills and access preclude all other alternatives. NSWCDD has collaborated with L3-IEC in the organization of MCR weather data collection campaigns, process collected data, develop algorithms and software, all for the purposes of improving the capability of transforming raw C-band cloud radar reflectivity data into accurate estimates of the ice/liquid water content (I/LWC) for various cloud systems.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
