About this opportunity

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole-source delivery order with Northrop Grumman Systems Corporation (NGSC) to modify and test the existing Radar Pressurization Cooling System (RPCS) Controller hardware and firmware. The procurement is specifically for upgrading the RPCS system, which provides dry, conditioned air to pressurize and cool high-power radio frequency transmission lines and Rotary Coupler Assembly. NAVAIR has determined that NGSC is the only company capable of developing, producing, maintaining, and supporting this system without causing operational delays. The contract will be awarded under Basic Ordering Agreement N00019-20-G-0005, using the authority of Title 10, U.S. Code 2304(c)(1) to pursue a non-competitive procurement. The pre-solicitation notice was posted on April 17, 2025, with a response deadline of May 2, 2025, though the government emphasizes no commitment to actually issue a solicitation or make an award.

The procurement has no specific small business set-aside designation, and the contract is planned for a 12-month period. NGSC, located in Melbourne, FL, is identified as the sole source contractor for this project, classified under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Small businesses interested in potential subcontracting opportunities can contact Ms. Vicky Harper-Hall at the provided contact information. The procurement is categorized under Product Service Code 1510 for Fixed Wing Aircraft, and falls under the Department of the Navy's Naval Air Systems Command. While no specific award value is mentioned, the scope appears to be a focused upgrade of critical aviation system components with a defined technological and operational requirement.
