About this opportunity
The Air Combat Command, Acquisition Management Integration Center (ACC AMIC) at Langley Air Force Base, Virginia is seeking industry input on the modernization and upgrade of the Radar Data Distribution System (RDDS) through this sources sought notice. The government is procuring non-personal services to modernize the existing RDDS infrastructure to support new data formats, increased data volumes, and evolving security requirements. Key requirements include providing personnel, equipment, supervision, training, and materials necessary for system modernization and acceptance, with the contractor responsible for system design, software development, hardware procurement, installation, configuration, testing, and documentation. The system must be built on a Commercial-Off-The-Shelf (COTS) flexible, modular open system architecture with bi-directional interfaces capable of supporting up to 320 bi-directional serial ports and 512 virtual ports, supporting multiple radar and sensor data formats, and maintaining a mission reliability requirement of 226,000 hours Mean Time Between Critical Failure. All contractor personnel must be U.S. citizens maintaining at least a Secret security clearance. The sources sought notice closes on December 17, 2025 at 12:00 p.m. EST, and the government is accepting responses to structured industry questions regarding proposal development timeline, vendor interest, requirement clarity, and period of performance.
No set-aside designation has been made at this time, though the government is specifically encouraging small business concerns to respond to determine if the acquisition should be a total small business set-aside under FAR Part 19. The applicable NAICS code is 334290 (Other Communications Equipment Manufacturing) with a corresponding size standard of 800 employees, and interested parties must be registered under this NAICS code in the System for Award Management (SAM). The current RDDS infrastructure consists of Sunhillo Longports and Juniper 2056 Circuit to Packet (CTP) devices, indicating these may be existing equipment that requires replacement or integration. The statement of work specifies that work will be performed at the Joint Interagency Task Force South (JIATF-S) headquarters in Key West, Florida, and the government will evaluate low latency data distribution capabilities with a requirement for less than 100 nanoseconds latency. Neither the award value nor the specific period of performance has been disclosed in this pre-solicitation notice, as the government is still in the market research and acquisition strategy phase.
