About this opportunity

The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) has issued a presolicitation notice announcing its intention to award a sole-source, firm-fixed price contract to AECOM Technical Service, Inc. for a System and Organization Controls (SOC) 1 Type II examination of the RACER software. This special notice is issued under the authority of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul sections 5.101 and 6.103-1, which require public notification at least 15 days prior to solicitation of sole-source contract actions. The procurement supports the Office of the Under Secretary of War's objective to achieve a clean audit, with RACER identified as a critical component in this initiative. RACER is an electronic cost-estimating software utilized by the Department of Defense and other federal agencies for developing Environmental Liability estimates and annual budgets. This notice provides interested parties an opportunity to respond before formal solicitation issuance.

The primary objective of this acquisition is to obtain a comprehensive SOC 1 Type II report that evaluates the design, implementation, and operating effectiveness of controls for RACER version 11.11 and the Estimate Documentation Report/Post Processor Utility version 11.11, conducted in accordance with American Institute of Certified Public Accountants (AICPA) standards. Responses to this presolicitation notice must be submitted electronically by 4:00 p.m. CST on February 26, 2026, and should include company letterhead, active SAM registration, Unique Entity Identifier (UEI), qualifications, credentials, and pricing information, along with business size and ownership status. While this notice is intended for AECOM Technical Service, Inc. as the proprietary owner, other contractors may submit responses demonstrating relevant qualifications, with the applicable NAICS code being 541511 (Custom Computer Programming Services) and a $34 million business size standard. The Performance Work Statement outlines a period of performance beginning no later than March 6, 2026, and concluding by September 1, 2026, requiring monthly status reports and delivery of the final attestation report in secure PDF format. Submissions should be directed to Contract Specialist Paul Speering or Contracting Officer Robert Marsh at the USACE Huntsville address, and interested parties should note that this notice does not obligate the government to award a contract.
