About this opportunity
The Defense Advanced Research Projects Agency seeks proposals to develop and demonstrate new autonomy technologies for unmanned ground vehicles through its Robotic Autonomy in Complex Environments with Resiliency program. Offerors must propose technical approaches, development and demonstration plans, management processes, and capabilities to enable autonomous speeds over 5 meters/second in complex terrain and 10 meters/second in open terrain. Proposals will be evaluated based on these criteria and are due by January 28, 2021. Up to three awards totaling approximately $19.5 million will be made for an 18-month base period culminating in a final demonstration.
There is no set-aside designation for this opportunity. Up to three agreements are anticipated to be awarded under NAICS code 541715 and PSC code R425 with a total Phase 1 budget of approximately $19.5 million. The selected contractors must participate in three government-hosted field experiments at six-month intervals to assess progress toward achieving the autonomous speed metrics. Optional Phase 2 work valued at approximately $19.5 million could continue efforts for an additional 30 months.

The goal of the Robotic Autonomy in Complex Environments with Resiliency (RACER) program is to develop and demonstrate new autonomy technologies that enable ground combat vehicles to maneuver in unstructured off-road terrain at speeds that are no longer limited by the autonomy software or processing time, but only by considerations of sensor limitations, vehicle mechanical limits, and safety. At a minimum, performance at par with a human driver, or a tele-operated vehicle should be achieved. RACER will demonstrate game-changing autonomous unmanned ground vehicle mobility focused on speed and resiliency using a combination of simulation and advanced platforms.
