SCOPE:

Unless otherwise specified herein, the contractor shall provide all supplies, personnel, equipment, tools, materials, supervision, and other items or services necessary for the maintenance and repair of the building structures and related systems and equipment as defined in this scope.

The contractor shall perform preventive and corrective maintenance, and emergency work in compliance with applicable codes and standards. Maintenance and repair services shall include but not be limited to the following:

Heating, Ventilation and Air Conditioning (HVAC) systems - blowers, compressors, motors, dampers, condensers, cooling coils, pumps, duct work, air filters, and air conditioning units.

Electrical - service connections, panels, outlets, switches, circuits, lighting fixtures, faceplates, receptacles, light bulbs, and lamps.

Plumbing - water heaters, sewer, sinks, toilets, urinals, faucets, and water drinking fountains.

Painting, Carpentry and Masonry - floors, tiles, baseboards, walls, ceilings, trim, doors, stairs, roofing, gutters, sidewalks, windows, and signs. Interior and exterior painting, parking lines, and wheel stops painting.

Grounds maintenance lawn care, landscaping, exterior trash collection, and maintenance of parking lot and sidewalks.

Contract Administration:

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract.

Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 531312. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Eastern Standard Time (EST) on October 07, 2020. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
