About this opportunity
The Environmental Protection Agency (EPA) Region 6 is seeking proposals for its Superfund Technical Assessment and Response Team (START) V contract. Under this contract, the selected offerors will provide technical and engineering support services to assist the EPA in executing its mission under the Superfund program. Proposals will be evaluated based on technical approach, past performance, and price/cost. Proposals are due by May 16, 2023.
There is no set-aside designation for this procurement. The primary NAICS code is 541620 and PSC code R425. The incumbent contractor is currently CDM Smith. The period of performance for the START V contract is one base year with four one-year options, and work will take place throughout EPA Region 6 which covers Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The total contract value including all options is estimated between $50-75 million.

Region 6 Superfund Technical Assessment and Response Team (START) V
The purpose of amendment no. 0007 is as follows:
1. To extend the proposal (response) due date to May 16, 2023, 11:00 AM ED (see Standard Form 30 block no. 11);
2. To revise the estimated hours (Est. Hours) in the “Direct Labor Chart” in the Local Provision EPA-L-36-101 Proposal Instructions;
3. To revise the plug figures in the “Other Direct Costs (ODCs) Chart” in the Local Provision EPA-L-36-101 Proposal Instructions;
4. To revise Section J-1 List of Documents, Exhibits, and Other Attachments;
5. To revise and incorporate an "Attachment 6 Cost Proposal (Volume 2) Instruction - DL & ODC Charts (revised)”; and
6. To correct the portion of the instructions in the Local Provision EPA-L-09-101 Submission of Organizational Conflict of Interest Plan from stating offerors shall “As part of their cost proposal,…” to correctly state, “As part of their business proposal (Volume III),…” which aligns with other parts of the RFP instructions.
This amendment is supplemental in nature to this RFP. Offerors shall follow replacement instructions herein accordingly.
Offerors shall use the revised Attachment 6 Cost Proposal (Volume 2) Instruction - DL & ODC Charts (revised) herein and as mirrored in the revised “Direct Labor Chart” and the “Other Direct Costs (ODCs) Chart” in the RFP replacement page 103 (as found on PDF page 104 of 116 per RFP amendment no. 0006). These changes reflect revised estimated hours and revised estimated ODC plug figures. This revised Attachment 6 herein supplants the previous Attachment 6 version. The revised “Direct Labor Chart” and the revised “Other Direct Costs (ODCs) Chart” herein supplants the previous “Direct Labor Chart” and the revised “Other Direct Costs (ODCs) Chart” charts. Instructions to the offerors regarding the supplemental instructions (e.g., modifying the spreadsheet accordingly) and other RFP instructions remain unchanged.
THIS AMENDMENT REVISED THE PROPOSAL DUE DATE.

The purpose of amendment no. 0006 is as follows:
1. To extend the proposal (response) due date to May 12, 2023, 11:00 AM ED (see Standard Form 30 block no. 11);
2. To provide responses to additional Round 2 questions inadvertently omitted from amendment no. 0003 due an administrative Government oversight of the submission (see Attachment 11);
3. To revise Local Provision EPA-L-36-101 Proposal Instructions;
4. To restrict offerors from proposing new labor categories (annotated by the strikeout text and other RFP revisions) and to provide clarification that new labor categories may be proposed during contract performance;
5. To remove L.6 FAR 52.215-1 Instructions to Offerors - Competitive Acquisition (Jan 2004) - Alternate I (Oct 1997) as the government intends to award without discussions;
6. To revise Section J-1 List of Documents, Exhibits, and Other Attachments;
7. To clarify the single award under provision FAR 52.216-1 Type of Contract;
8. To clarify and instruct offerors on the use and intent of "Attachment 6 Cost Proposal (Volume 2) Instruction - DL & ODC Charts” and the formula errors; and
9. To dissolve/remove the interchangeability between the program management and company management by removing company management.
The intent of Attachment 6 Cost Proposal (Volume 2) Instruction - DL & ODC Charts is to provide an illustration of the cost model. The Attachment 6 contains errors within the MS Excel spreadsheet formulas; and therefore, offerors shall disregard the Excel spreadsheet based formulas within Attachment 6 and adhere to the supplemental RFP instructions below.
SUPPLEMENTAL RFP INSTRUCTIONS:
The offeror shall tailor and/or modify the cost model to fully and completely comply with this solicitation's (RFP's) requirements and the offeror's accounting practices and disclosure statements. Offerors are solely responsible for using the correct and appropriate formulas within its Excel spreadsheet submissions of the Cost Proposal (Volume II) to be responsive and compliant to this RFP. Offerors shall disregard all Excel spreadsheet based formulas (e.g., = ($B3*$C3)*D3), etc.) in Attachment 6. However, the column header’s instructional formulas (e.g., “Multiplier (a)”, “Ceiling Rate (b)”, "Cost (a) x (b)", etc.) in Attachment 6 are accurate and remain applicable.
The plug numbers provided by the Government (e.g., “Est Hours”, “Qty”, “Multiplier (a)”, Travel, Special Labor/Subcontracts, Miscellaneous ODCs, Non Routine Equipment, etc.) within the spreadsheet shall remain in the offeror’s Cost Proposal spreadsheet as they are NOT FORMULAS. The “Qty” column under the “ODCs” tab of the Attachment 6 spreadsheet cost model for the “Routine Equipment” is ALREADY accounted for in “Multiplier (a)” column’s figure; and therefore, the “Qty” column data shall not be used in the offeror’s computations/formulas.
The RFP instructions which states, “The MS Excel version submitted via FedConnect® shall include intact, viewable (unlocked) formulas…” stands and remains applicable to the formulas used by the offeror within the cost proposal. For instance, an “intact” formula shall illustrate exactly how the proposed figure was derived (e.g., = ($B15*$C15) that computed to $2,210) and a formula that is not “intact” would strip (remove) the formula out of the spreadsheet (e.g., copy and pasting of a formula driven figure (e.g., = ($B15*$C15) that computed to $2,210) as a “value” of $2,210 instead).
THIS AMENDMENT REVISED THE PROPOSAL DUE DATE.

The purpose of amendment no. 0005 is as follows:
1. To immediately notify offerors of the likely technical glitch that resulted in the Standard Form (SF) 30 for Amendments no. 3 and 4 to not be generated; and
2. To provide offerors with the content of the SF 30s for Amendments no. 3, 4, and 5 as Attachment 10 Technical Difficulties with Standard Form 30 (amendments 3, 4, & 5).
The Government continues to make a good faith effort to highlight and be transparent of all changes (e.g., called out in Q&A responses, itemized in the amendment purpose, placed changes in red text). However, this business practice does not relieve the offerors of understanding the RFP and fully complying with the RFP requirements. Please read the revisions carefully and thoroughly.

The purpose of amendment no. 0004 is as follows:
1. To incorporate Attachment 3 Past Performance Questionnaire (revised/corrected).
The corrections to the Attachment 3 Past Performance Questionnaire (PPQ) were required to align the PPQ with the Local Provisions EPA-M-15-101 EVALUATION FACTORS FOR CONTRACT AWARD.
The Government continues to make a good faith effort to highlight and be transparent of all changes (e.g., called out in Q&A responses, itemized in the amendment purpose, placed changes in red text). However, this business practice does not relieve the offerors of understanding the RFP and fully complying with the RFP requirements. Please read the revisions carefully and thoroughly.
