About this opportunity

The Department of Veterans Affairs Technology Acquisition Center intends to solicit DASL Bridge Support Services as a sole-source procurement, with RFI responses due July 17, 2026 at 3:00 PM Eastern Time.

The requirement supports the National Cemetery Administration Enterprise Interment Services System (EISS) modernization, combining enterprise data management, business architecture, data engineering, and governance capabilities. The VA seeks contractor support to apply existing Office of Data Governance and Analytics enterprise capabilities to NCA-specific use cases including cemetery operations, burial eligibility, interment scheduling, person-level record reconciliation, EISS MVP configuration, and Department of War/Arlington National Cemetery coordination. All deliverables must be compatible with VA's Palantir Foundry environment.

The effort spans six months with staffing levels across multiple workstreams: 4 FTE for as-is process mapping and gap analysis (90-day deliverable); 2 FTE for business architecture and systems integration (150-day deliverable); 3 FTE for data reconciliation validation and governance frameworks (120-day deliverable); 2 FTE for MVP-aligned EISS data configuration (150-day deliverable); and 1.5 FTE for NCA-OIT governance structures (60-day deliverable).

Contractor personnel require Tier 4 (High Risk) background investigations per VA Handbook 0710, with staff rosters due within three to five business days of award. Work is performed at contractor facilities with occasional meetings at VA locations in Washington, DC. Compliance is required with zero trust security controls, FICAM/PIV authentication, IPv6 standards, TIC 3.0 guidance, VA enterprise architecture standards, Section 508 accessibility, SHARE IT Act code delivery, and AI/LLM governance requirements if applicable.

RFI responses (10 pages maximum) should be submitted to Kevin Andujar, Contract Specialist, at Kevin.Andujar@va.gov and must include company identification, CAGE/UEI, relevant GSA schedules or GWAC/SEWP holdings, socioeconomic data including VOSB or SDVOSB certifications if applicable, corporate experience with references, and assessment of draft PWS technical sufficiency.
