About this opportunity

The Department of Veterans Affairs is procuring Technology Business Management and Accounting Technical Enablement services on a 100% Service-Disabled Veteran-Owned Small Business set-aside via GSA MAS category 54151S, with the formal RFQ posted to GSA on May 26, 2026 under Request ID RFQ1813851.

The requirement spans a 12-month base period and two 12-month option periods. Work includes IT cost accounting support, TBM cost modeling, financial audits, and data management for the VA's Office of IT Financial Management and Oversight Service. The contractor will perform cost categorization, total cost of ownership calculations, cost optimization, benchmarking, unit costing tool development, TBM software management, monthly and quarterly financial compliance reviews, and data integration across VA systems. Key deliverables include TBM Concept of Operations, implementation roadmap, financial audit reports, and technical documentation.

NAICS code is 541519 with a small business size standard of 24.5 million dollars. Anticipated evaluation methodology is best value trade-off considering technical and price factors. Respondents to the earlier RFI were asked to provide rough order of magnitude estimates for base and option periods with recommended labor categories and skill levels.

Interested vendors should monitor GSA MAS for the formal RFQ and subsequent updates. Prior industry engagement included an RFI posted to GSA MAS on April 29, 2026 (Request ID RFI 1809062) that closed on or before May 14, 2026, which confirmed the acquisition strategy and informed final requirements refinement, including removal of previous PWS section 5.3 regarding ITFMOS subsections.
