The Department of Veterans Affairs Veterans Integrated Service Network 23 intends to award a sole-source, firm fixed-price contract to Broadnet for Internet Town Hall Services supporting the Nebraska Western-Iowa VA Health Care System in Omaha, Nebraska, under FAR 6.302-1 authority; market research indicates Broadnet is the only provider capable of delivering the required services. The VA solicits capability statements from interested vendors by 0800 Central Time July 20, 2026, to curt.larose@va.gov (subject line: "Response to Internet Townhall Services - NWI"), with all submissions evaluated solely to determine whether competitive procurement should proceed instead of sole-source award.

The contractor must deliver a Software-as-a-Service platform supporting quarterly virtual town halls with integrated telephone technology, accommodating up to 10,000 live users, and providing automated voice message delivery, Interactive Voice Response surveys, peer-to-peer texting, real-time and post-event reporting (within 24 hours), toll-free inbound line minutes, and 24/7/365 technical support. The platform must comply with HTTPS/FTPS and FIPS 140-2 standards for protected health information and personally identifiable information. The performance period runs one base year (August 1, 2026 through July 31, 2027) with four one-year options through July 31, 2031. All data collected from veterans and employees is exclusive intellectual property of the VA Health Care System and must be purged or transferred within 72 hours of event completion. NAICS 512110, PSC R499.
