About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21 (NCO 21), announced a notice of intent to sole-source a firm-fixed-price contract to Westat, Inc. for the Health Views follow-up study, with capability statements due by 10:00 AM PDT on June 30, 2026. Westat is the sole responsible source under 41 U.S.C. 253(c)(1) and FAR 6.103-1 because it conducted the original Health Views study and remains the only contractor authorized by VA Central Institutional Review Board to contact original participants for the follow-up research.

The study will examine long-term health outcomes, functional status, disability, and service utilization among approximately 3,164 women Vietnam-era Veterans through a life-course epidemiology framework, assessing the influence of warzone service, PTSD, and chemical exposures on cumulative health burden. Performance runs September 1, 2026 through August 31, 2027, with an optional one-year extension for statistical survey weighting support. The contractor must demonstrate experience conducting large-scale survey research (4,000+ completed responses) with women Veterans and Vietnam-era cohorts; hold active Authority to Operate with the VA; maintain an internal Institutional Review Board; operate secure Computer-Assisted Telephone Interviewing capability with mental health crisis response procedures and Veterans Crisis Line warm handoff; provide tracing and identity resolution services; and comply with FISMA-compliant data security, FIPS 140-2 encryption standards, and secure SFTP protocols. No subcontractors are permitted. Interested parties must submit written capability statements to Timothy.Smith9de3@va.gov (solicitation 36C26126Q0872 in subject line) and maintain SAM registration; verbal and facsimile responses will not be considered. If no viable responses are received by the deadline, NCO 21 will proceed with sole-source negotiations with Westat, Inc.
