About this opportunity

The Department of Veterans Affairs (VA) Strategic Acquisition Center-Frederick has issued a Special Notice for a commercial service contract related to the National Law Enforcement Telecommunications System (NLETS). The notice indicates the VA's intent to award a sole-source Firm Fixed-Price contract under statutory authority that permits other than full and open competition. Specifically, the VA's Office of Security and Law Enforcement requires uninterrupted access to the International Justice and Public Safety Network. The justification for the sole-source procurement is based on FAR 6.302-1, which allows for procurement from only one responsible source that can satisfy agency requirements. NLETS has been determined to be the sole provider meeting these specific needs.

Contractors interested in this opportunity must submit documentation demonstrating their capability to meet the VA's requirements by emailing the Contract Officer Nicole Egan and Contracting Specialist Alex Alexander by 2:00 PM EST on March 28, 2025. The submission must include detailed technical information, technical literature, past performance, and references regarding service capabilities. Importantly, this notice is informational only and not a competitive solicitation, and the government reserves the right to determine whether to compete the requirement based on responses received. No contract will be awarded directly through this notice, and participants will not be reimbursed for submitted information. The proposed contract falls under NAICS category 519290 (Web Search Portals and All Other Information Services) and Product Service Code R499 (Support - Professional: Other), with the primary goal of enabling critical information sharing across state and federal law enforcement agencies.
