Place of performance is Bay Pines, Florida. The contractor must survey approximately 30 buildings to identify and classify all confined spaces; prepare a confined space inventory with electronic and hard-copy CAD/PDF drawings; develop OSHA 29 CFR 1910.146–compliant reports and an updated Confined Space Program with Standard Operating Procedures; furnish and install approximately 129 OSHA-compliant signs within 30 business days of final report submission; and deliver two onsite training sessions within 40 days of site inspection completion. All work must be completed within 90 days of contract award, Monday through Friday, 8:00 a.m. to 3:00 p.m., excluding federal holidays. A "Qualified Safety Professional" does not require specific certification but must demonstrate experience in safety training and competency in confined space evaluation, classification, and OSHA 1910.146 requirements. The contractor is responsible for all rescue services and confined space entry/rescue equipment and must comply with OSHA entry requirements when breaching the plane of entry. Representative sampling is permitted for spaces of similar construction.

The Government estimates a $19 million net budget. Evaluation assigns weight to technical capability, past performance, veterans involvement (with SDVOSB/VOSB preferences under VAAR 852.215-70), and price. Quotations must be submitted electronically to Lakiesha.Anderson@va.gov. Offerors must be actively registered in SAM with a valid UEI and qualify as small businesses. Questions were due July 14, 2026. Amendment 0002, posted July 20, adds vendor questions and government responses as Attachment B. Performance runs August 3, 2026, through August 2, 2027.
