About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 (VISN 9) has issued a Special Notice of Intent to Sole Source for SoloProtect monitoring devices and services. The notice concerns a planned firm-fixed price task order against SoloProtect's GSA Federal Supply Schedule contract for procuring 550 units each of monitoring services, check-in/check-out features, and man-down incapacitation devices. The procurement is specifically targeted at ensuring the safety of personnel working remotely, particularly those entering veterans' homes. The intended acquisition will utilize FAR 8.405-6(a)(1)(i)(B) as the statutory authority, which allows for a sole source procurement when only one source can provide uniquely specialized services. The contract is classified under NAICS code 334290 with a small business size standard of 800 employees.

The primary objective of this Special Notice is to identify SoloProtect as the sole source provider for specialized security monitoring devices while allowing other potential contractors an opportunity to demonstrate comparable capabilities. Contractors interested in proving an alternative solution must submit a capabilities statement by January 30, 2025, at 11:00 CT via email to Ramona Bonness at ramona.bonness@va.gov. The statement must demonstrate interoperability with the Veterans Health Information Systems and Technology Architecture (VistA) and meet the specified requirements. The anticipated procurement is scheduled for March 1, 2025, with a contract structure including one base year and four option years. While this is not a formal solicitation, the VA will review all submitted capability statements to determine whether a competitive procurement is warranted. The government retains sole discretion in making a final determination about competitive sourcing, and no phone calls will be accepted regarding this notice.

Soloprotect Monitoring Service Item# 977 Qty 550

Soloprotect Add-on check in/Check out # 977CS Qty 550

The anticipated statutory authority permitting limiting the source for the requirement is FAR 8.405 6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

VISN 9 requires a security solution to ensure safety of personnel in the work field alone. Monitoring devices for remote work employees who enter Veterans homes is essential. The device and monitoring already exist in the facility and with personnel. These devices are a unique tool which helps allocate responsibilities, clarify ownership, and ensure comprehensive safety measures. The safety devices are tailored to the personnel that are working alone.

This acquisition is anticipated to take place on or about March 1, 2025. The period of performance will be for one base year and four option years.

The intended procurement will be classified under North America Industry Classification System (NAICS) 334290 with a small business size standard of 800 Employees. This notice of intent is not a request for offers. However, all responsible sources may submit a capabilities statement that proves by the preponderance of the evidence that another contractor can provide a different solution that has current interoperability with the Veterans Health Information Systems and Technology Architecture (VistA) while achieving the above stated requirements and the requirements stated within the attached statement of work.

All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Ramona Bonness, Ramona.bonness@va.gov. Capability statements are due not later than 1100 CT on January 30, 2025. No phone calls will be accepted.
