About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to perform semi-annual environmental testing and certification services for the Alexandria VA Medical Center. The solicitation covers comprehensive environmental monitoring for three specific areas: a Segregated Compounding Area Laminar Airflow, a Contingency IV Room Laminar Airflow, and a Chemo Storage Closet. Services will require detailed environmental testing including air flow testing, HEPA filter integrity testing, particle count testing, smoke visualization studies, and viable air and surface sampling. The procurement will follow a Lowest Price Technically Acceptable (LPTA) evaluation approach, with the government anticipating awarding a single firm-fixed price purchase order. All questions regarding the solicitation must be submitted via email to Contract Specialist Rhonda Gibson by 10:00 AM Central Time on April 16, 2025, with quotes due no later than April 18, 2025, at the same time.

The contract is designated as a Total Small Business Set-Aside with NAICS code 541990 and a size standard of $19.5 million. The place of performance is located at 2495 Shreveport Hwy 71 North in Pineville, Louisiana. The contract structure includes a base year with four potential 1-year option periods, with all services to be completed between 30-60 calendar days from the award date. Contractors must have technicians holding current CETA National Board of Testing (CNBT) accreditation and must comply with USP, FDA, and CETA standards for environmental monitoring and certification. While no incumbent contractor is specified in the documentation, the solicitation indicates this is a precise, specialized scientific and technical service requirement focused on maintaining critical medical facility environmental standards.
