About this opportunity

The Department of Veterans Affairs Office of Research and Development, Regional Procurement Office East, intends to sole source research engineering services to Osavage Biomechanics LLC for 2nd Generation Optical Coherence Tomography build, deployment, and technical support; the notice was posted July 24, 2026 with a July 31, 2026 response deadline, and no public solicitation will be posted to SAM.gov.

The procurement supports a Veteran Ocular Health and Treatment research study across six VA medical centers. Osavage Biomechanics will deploy one prototype OCT system at VA Cleveland and build five additional 2nd Generation OCT units for deployment to VA sites in Hines, Illinois; Durham, North Carolina; Iowa City, Iowa; Montana; and Orlando, Florida. The sole source justification rests on Osavage Biomechanics' prior developmental work completed under an approved Innovation Program Grant, proprietary design knowledge specific to VA Cleveland's ocular study environment, established infrastructure, and collaborative relationships with the VA's Innovation Program, Advanced Platform Technology Center, and Health Research Biomedical Engineers & Scientists. The VA determined no other vendors offer equivalent best value for continuity of operations.

The anticipated NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences), with a small business size standard of 1,000 employees. The PSC code is R425 (Support Professional: Engineering/Technical). The sole source authority is FAR 6.103-1.
