About this opportunity
The Department of Veterans Affairs, Network Contracting Office 6, has issued a sole source procurement notice for cable television services at the Durham Veterans Affairs Medical Center. The agency intends to negotiate directly with Time Warner Cable Enterprises LLC, operating as Spectrum Enterprises, for a one-year contract period from October 1, 2025, through September 30, 2026. This procurement falls under NAICS code 517111 for Wired Telecommunications Carriers and is justified under FAR 13.106-1(b)(2) for soliciting from a single source. The notice explicitly states this is not a request for competitive quotes, and no formal solicitation documents will be made available. The Veterans Health Administration's Veterans Integrated Service Network 6 is the responsible agency overseeing this contract opportunity.
The primary purpose of this notice is to inform the marketplace of the government's intent to proceed with a sole source award while providing an opportunity for other qualified contractors to express their capabilities. Any business believing it can meet the cable service requirements must submit written notice with supporting evidence demonstrating relevant past experience and expertise in sufficient detail to prove compliance capability. All responses must be received by 10:00 PM EST on October 3, 2025, and should be emailed to Cleveland.Wynne@va.gov, as telephone requests will not be accepted. The government retains full discretion to determine whether to compete the acquisition based on any responses received, and contractors should note that the size standard allows for businesses with up to 1,500 employees. This represents a standard sole source notification process where the government provides market participants a brief window to challenge the intended non-competitive approach.
