About this opportunity

The Department of Veterans Affairs Veterans Health Administration has issued a Special Notice announcing its intent to award a sole source contract for veterinary research services to Krista Gibbs, DVM LLC. The notice, identified as solicitation number 36C24E26Q0019, was posted on February 27, 2026, and indicates the VA's plan to negotiate directly with the specified vendor without conducting a competitive procurement. The Contracting Officer for this procurement is Ann Marie Stewart at the Veterans Health Administration Regional Procurement Office East in Pittsburgh, Pennsylvania. This pre-solicitation notice provides interested parties with an opportunity to submit written objections or alternative proposals prior to final contract award. The contract is classified under NAICS code 541940 (Veterinary Services) and PSC code R416 (Support-Professional: Veterinary/Animal Care).

The VA seeks to establish a five-year contract to provide comprehensive veterinary research services supporting the VA Pittsburgh Healthcare System's animal research program. Key responsibilities include providing veterinary care for research animals, directing facility operations in compliance with animal welfare regulations, serving as the Attending Veterinarian with institutional animal care and use committee appointment authority, conducting on-site facility visits averaging twice weekly, and training researchers in specialized techniques and protocol development. The VA asserts that Krista Gibbs possesses unique qualifications and specialized expertise in laboratory animal medicine that make her the only capable vendor for these services, justifying the sole source approach under FAR 6.103-1. Interested parties must submit written inquiries or objections to Ann Marie Stewart at annmarie.stewart@va.gov or 401-919-0878 by the March 5, 2026 deadline at 3:00 PM Eastern Time. No competitive solicitation will be posted to SAM.gov, though the Contracting Officer retains discretion to conduct competitive procurement if warranted.
