Pre-Solicitation Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to award a sole source contract with:

The Department of Veterans Affairs, NCO 1, intends to award a one-year contract on a sole source basis for the Headache Center of Excellence program at the VA Connecticut Healthcare System, West Haven, CT. This contract will support continued development of Patient Reported Outcome (PRO) measurements and an item bank focused on headache symptoms and impacts important to Veterans.

Scope includes:

Conducting qualitative studies and interviews with Veterans;

Preparing de-identified data and reports;

Developing and refining headache measurement models, item banks, and PRO instruments;

Leading cognitive debriefing studies and item validation processes;

Designing study protocols and recruitment plans;

Providing ongoing support for measurement design, psychometric analysis, and project management;
