Flanagan. This special notice, published on February 3, 2026, announces the VA's intention to award a follow-on contract for data analysis and research services supporting mixed methods studies focused on improving functional limitations of Veterans with mental health and substance use disorders. The contracting action is identified as 36C24E26Q0012 and is based on FAR authority 6.302.1-1, which permits contracting with only one responsible source when no other supplies or services will satisfy agency requirements. No competitive solicitation will be posted to SAM.gov for this requirement.
The purpose of this contract is to provide continued research support and data analysis services for complex studies that require expertise in implementation research, mixed-methods methodologies, and quality improvement within Veterans Health Administration settings. Interested vendors must submit a capability statement and supporting documentation demonstrating they can meet or exceed the specified requirements by the February 10, 2026 deadline at 3:00 PM Eastern Time to the Contracting Officer, Ann Marie Stewart (annmarie.stewart@va.gov or 401-919-0878). While this is not a competitive solicitation, any responsible source believing it is capable of meeting the requirement may submit documentation for consideration; however, the determination to conduct a competitive procurement remains solely at the Contracting Officer's discretion. The contract falls under NAICS code 541720 (Research and Development in the Social Sciences and Humanities) with a $28 million size standard and Product Service Code R405. Dr. Flanagan's incumbent status and involvement in prior Institutional Review Board, Research and Development, and other applicable approvals position her as the VA's preferred vendor for ensuring continuity across ongoing research initiatives.
