Q1. How will the evaluation criteria be weighted?
A. Please refer back to Addendum to FAR 52.212-2- Basis for Contract Award, on page 68 of the solicitation, to obtain the level of importance for each factor.
Q2. Which factors are most significant?
A. Please refer to 52.212-2 Evaluation- Commercial Items (OCT 2014) on page 76 of the solicitation.
Q3. What are the implications of a neutral rating for veteran participation if other factors are met?
A. That Offeror shall not be evaluated favorably or unfavorably on Past Performance.
Q4. Are offerors encouraged to solicit veteran participation?
A. Please refer to Factor III-Veterans Involvement on pg. 67 of the solicitation.
Q5. Can an offeror submit multiple proposals (e.g., with alternative teaming and subcontracting arrangements)?
A. Yes
Q6. To demonstrate technical expertise/experience in having "successfully prosecuted patents," noted on page 43 of the Solicitation, could we include listings of issued patents/published applications, in the Technical Proposal?
A. Please refer to 52.212-1 Instructions to Offerors-Commercial Items (Proposal Preparation Instructions) on pg.65.
Q7. Can the resumes of the Key Personnel be included in the Appendix?
A. Please refer to 52.212-1 Instructions to Offerors-Commercial Items (Proposal Preparation Instructions) on pg.65.
Q8. Should the Past Performance Questionnaires be given directly to the evaluators/references by the offeror so they can e-mail them to you directly?
A. Yes
If yes, do they have to be e-mailed back to you by the proposal closing date, i.e., June 20th.
A. Yes, please refer to the Past Performance Questionnaire in Section D pg. 60,61.
Q9. As part of the Technical Proposal, should an offeror include copies of the data from the PPIRS, or will you access them yourself?
A. The Contracting Officer will access PPIRS, and any other performance measurements, and review available past performance, to complete a past performance evaluation.
Q10. Should the proposal submission include copies of the Representations provided on pages 70+ of the Solicitation? What if the offeror is already registered and current in SAM?
A. Yes, although an offeror is registered in SAM the company status's may change.
Q11. Is the RFP No. VA268-15-Q-0022, VA268-15-R-0022, or VA26816R022?
A. The correct RFP# is VA268-16-R-0022.
Q12. Should the costs for preparing drawings be included in the "firm fixed hourly rates" in CLIN: 0001 through 0409? See Pricing Schedule on page 45.
A. Yes
Q13. Should the costs for Foreign Associates be included in the "firm fixed hourly rates" in CLIN: 0001 through 0409? See Pricing Schedule on page 45.
A. Yes
Q14. The Proposal Instructions on page 66 state, "Responses to the technical factor shall follow the order of the requirements as set forth in the Statement of Work." For brevity, could some of the requirements under a Task be combined/addressed together and out of order?
A. No
Q15. The PROPOSAL PREPARATION INSTRUCTIONS on page 65 state, "Jargon and technical terminology should be avoided and plain language utilized." Is it acceptable to cite law sections?
A. Yes
Q16. As part of the Past Performance information in the Appendix, could a listing of the issued patents/published patent applications be included?
A. Please refer to Proposal Preparation Instructions on pg. 65 of the solicitation.
Q17. VA268-16-R-0022 is shown in multiple locations but on Page 2 (of 91), it states the Solicitation Number is VA268-15-Q-0022. Please advise which is correct.
A. VA268-16-R-0022
Q18. I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?
A. Any interested party who wishes to obtain previous contract history will need to submit a FOIA request.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This is a Request for Proposal (RFP) and the solicitation number is VA268-15-Q-0022. The government anticipated awarding a firm-fixed price indefinite delivery indefinite quantity contract resulting from this combined synopsis/solicitation. This solicitation is issued as a 100% set aside for small business concerns. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at www.acquisition.gov.
Award shall be made to the contractor whose proposal, conforming to the combined synopsis/solicitation, provides the best value to the Government. The associated North American Industrial Classification System (NAICS) code for this procurement is 541110 with a small business size standard of 11 million in annual revenues.
The Program Contracting Office East intends to award a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity contract resulting from this combined synopsis/solicitation. PCO East reserves the right to make an award without discussions.
