About this opportunity

MICC Fort Sam Houston intends to sole source a brand-name license for QuestionMark software on behalf of the Department of the Army Inspector General (DAIG) training division, with capability statements due November 9, 2026 at 12:00 pm CDT. No set-aside is used. The Contracting Officer may compete the action based on responses, and any competitive solicitation will be synopsized on SAM.gov. The software will grade essays and exams and conduct surveys, replacing the current examination and survey system at The Inspector General School (TIGS) in Fort Belvoir, Virginia, which trains up to 1,000 students annually. The Statement of Work notes worldwide software usage. Required deliverables include software media, documentation, training materials, onsite training support, phone and electronic technical support, and all product updates during the period of performance at no additional cost. The contractor handles shipment and delivery, with delivery required seven calendar days after award. The contractor must notify the Technical Point of Contact and Contracting Officer in writing of scheduled maintenance affecting availability and of any performance issues. The period of performance is one 12-month base year and four 12-month option years, which the Statement of Work places from December 2026 through December 2031. The notice cites prior contract W9124J-27-P-A057 but states that no existing Government contract currently supports these services. Capability statements, limited to ten single-sided 8 x 11-inch pages in no less than 10-pitch font, go by email to Contracting Officer Nicolette Rapolla and Contract Specialist Timothy Hallahan, with "W9124J-27-Q-QUES" in the subject line. Statements must include UEI, CAGE code, small business status, NAICS 513210 suitability, prior similar experience, subcontracting percentages and dollars by category, structuring recommendations, and any conditions that restrict competition. The notice is for planning purposes only and does not reimburse response costs.
