About this opportunity

The Department of the Air Force Air Education and Training Command (AETC) has issued a Special Notice for a sole source procurement with Questionmark Corporation. The 338th Enterprise Sourcing Squadron at JBSA Randolph, Texas intends to award a firm-fixed price commercial contract under Federal Acquisition Regulation (FAR) Parts 12 and 13. The contract will cover an annual software subscription and maintenance support for the Technical Training Management System (TTMS), which currently supports over 2,000 courses and 184,000 students annually. The procurement is classified under NAICS code 513210 with a size standard of $47 million. The contract period will be one year, with the current contract expiring on December 28, 2024.

The primary objective of this Special Notice is to justify a sole source award to Questionmark Corporation, which has been the sole provider of the TTMS assessment management solution since 2003. Market research conducted through DOD ESI, GSA Advantage, and NASA SEWP confirmed Questionmark as the only viable option for this critical system. Switching to another provider would incur substantial reconfiguration costs, require new software development, necessitate security validation, and demand extensive personnel retraining. The contracting officer will determine fair and reasonable pricing based on market research, previous purchases, and government estimates. Contractors should note the opportunity is not set aside and the solicitation is open from December 12, 2024, to December 16, 2024. The anticipated contract value falls between the Simplified Acquisition Threshold (SAT) and $750,000, with Questionmark being identified as the exclusive manufacturer capable of meeting the government's specific technical requirements.

Notice text

In accordance to FAR 13.501(iv) to make publicly available brand name justifications with the solicitation. The 338th Enterprise Sourcing Squadron {338 ESS), JBSA Randolph, Texas 78150-4302, intends to solicit and award a firm-fixed price contract on a sole source brand name basis to Questionmark Corporation under the authority of FAR Part 12 and FAR Part 13. The anticipated contract will be a commercial contract with a period of performance of one year. The North American Industrial Classification (NAICS) code for this effort is 513210 with a size standard of $47M is determined to be the most appropriate for this acquisition.
Questionmark is the sole manufacturer of this product. Acquisition of non- Questionmark Annual Software Subscription and Maintenance Support would result in an unreasonable number of man-hours expended towards trade studies, reviewing the results, testing software, resolving programmatic code issues, and re-training personnel (system maintainers and field users across the Command) and the uncertainty that the software will work on the AETC network. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. See attached brand name justification.
