QUESTION: 13. I apologize, but our earlier question relating to travel costs was not very clear. If I could rephrase it, what we would like to ask is the following:
In order to complete Schedule B.6, line items 0001CA, 0002CA, 0003CA, 0004CA, and 0005CA as described in part B.3(c) of the solicitation, it appears to us that it would be necessary to estimate the number of person trips, length of stay per trip and travel destinations during each of the 5 years of the contract. There is insufficient information in the solicitation to allow a bidder to accurately estimate total travel costs in this manner. Further, the manner in which costs are summed for the base and option years appears to place significant importance on every line item cost. If travel costs are assumed to represent even 1% of the awards that could potentially be issued in one year, the travel costs alone would be much greater than the sum of all other line item costs.
Owing to the significance of travel costs in the total pricing scenario, it would appear advantageous to the government to specify a travel cost that is to be used by all bidders. Can the government provide such an estimate? Alternately, would it be acceptable for a bidder to use $1.00 for the unit cost for travel in Schedule B.6 without providing a quantity?
ANSWER No. 13:
Base Plus all Option Years please place $ 1.00, (excellent suggestion), with the following statement in parentheses (Estimate, NTE * Federal Travel rates). As this will vary based upon the task orders issued against the future IDIQ and fiscal year(s).
0001CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0002CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0003CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0004CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0005CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)
NOTE: NTE * (Not To Exceed)

QUESTION: 12. Each project entry in the Contractor Experience and Past Performance Data Sheet has a place for providing information about "Specific Areas of Experience." In parentheses at this heading, it notes "identify which of the specific areas identified in M.1 were present on this project." Section M.1 in the solicitation concerns Evaluation Factors for Award (e.g., price analysis, method of operation, quality control, safety, past performance, etc.). It is difficult to see how such information relates to "specific areas of experience," which in any case would be exactly the same for most projects. Something seems to be wrong. Can you clarify exactly the kind of information the NPS is looking for in this section of the Data Sheet?
ANSWER 12. This is one area you could synopsis the information that you provided within the Proposal. (ONLY on the Data Sheet)
Specific areas identified in M.1C Criterion 2, Past Performance
1. Recent projects and
2. Current Staff Qualifications
3. Specialist Support Qualifications
4. Staff Support for Simultaneous Projects

QUESTION: 11. Could you please address the following question relating to the subject solicitation for archaeological services: Solicitation part B.3(c) states "The total amounts shown for contract line items 0001CA, 0002CA, 0003CA, 0004CA, and 0005CA are the estimated total costs of travel expenses for each contract period." Those line item amounts are blank on the Schedule B.6 provided with the solicitation, nor do we find them mentioned elsewhere in the solicitation documents. Can the government provide actual estimates for use in our costing? Alternately, can you provide guidelines on how travel costs should be estimated?
ANSWER11. Please reference the most recent GSA Travel Per Diem Rates for information concerning government rates. The government does not pay excess of what would be considered normal travel rates for governmental employees. Please cut / paste in your web browser for referencing http://www.gsa.gov/ .
