About this opportunity
The Department of Agriculture Agricultural Research Service seeks quotation for one Quaternary Pump F unit for peanut research operations, with quotations due September 4, 2026, at 4:00 pm Central Standard Time and questions due September 1, 2026, at 3:00 pm Central Standard Time. This is an unrestricted acquisition with no small business set-aside; all responsible sources may submit.
Place of performance is Dawson, Georgia. Delivery is required within 90 days of award, FOB Destination to 1011 Forestry Drive SE, Dawson, GA 39842.
The specified product is the Thermo Electron North America VF-P20-A Quaternary Pump F; vendors may propose "or equal" products meeting all salient characteristics. Technical specifications include solvent flow rate range of 0.001–8 mL/min, working pressures up to 1034 bar, a 400 mL mixer, Gradient Delay Volume not exceeding 679 mL, four solvent channels with integrated vacuum degasser, and operation via Thermo Chromeleon HPLC software. A Vanquish proprietary long-life 1500 bar biocompatible 2-position 6-port valve (VALVE 2-P 6-P 150MPA BIO, VH-C) must be included; per Q&A, while this valve is an optional item normally installed by end user within 5 minutes, the government requires it added to the quote as essential to instrument functionality. A Vanquish accessories kit with biocompatible metal tubings and fittings and one-year extended warranty are also required.
Quotations must include detailed specifications demonstrating capability; quotes merely referencing the specifications without comparative technical documentation will not receive further consideration. Award will be made on a Firm-Fixed Price basis to the lowest-priced technically acceptable quotation, with evaluation based on price, technical acceptability, and past performance. The NAICS code is 334516 with a 1,000-employee small business size standard. Vendors must be active and registered in SAM.gov at quotation submission and award. Payment will be processed through the Department of the Treasury Invoice Processing Platform. The offer must remain firm for 90 calendar days from the submission deadline. This procurement is classified as a rated order under the Defense Priorities and Allocations System (DPAS) per 15 CFR 700.

Questions and Answers
Q1: In the specifications document attached related to this RFQ, it states, "equipped with Vanquish proprietary long-life 1500 bar biocompatible 2-position 6-port valve ( VALVE 2-P 6-P 150MPA BIO, VH-C)". This valve is not a part associated with the requested item "Quarternary Pump F (VF-P20-A)" nor an option for the pump. It is an optional item for a Vanquish HPLC column oven that is a separate instrument module and is not referenced in the RFQ. Should this just be ignored or should this valve be added to our quote as part of our response?
A1: The requested pump should not be necessarily equipped with the referred valve at the manufacturer’s facility. The valve is an optimal item that can be installed on the pump within 5 minutes by the end user. However, for our research, this valve is essential to the instrument setup and its functionality, and cannot be ignored; it should be added to our quote.
