About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice of Intent to sole source a purchase order to TELEDYNE FLIR COMMERCIAL SYSTEMS INC. for a Quantitative Optical Gas Imaging (QOGI) camera designed for methane detection. The specific camera model is the FLIR Gx320, which will be used to expand current research on fugitive methane emissions identification and quantification. NETL conducted market research and issued a Sources Sought notice to determine if alternative vendors could meet their technical specifications, but no other responsible vendors responded. Based on their investigation, NETL believes TELEDYNE FLIR COMMERCIAL SYSTEMS INC. is the only known source capable of providing a camera that meets their unique requirements.
The primary objective of this Special Notice is to inform potential contractors about NETL's intent to award a non-competitive purchase order for a specialized methane detection camera. Interested parties who believe they can meet NETL's requirements must submit written evidence of their capabilities by 3:00 PM EDT on March 30, 2025, to anissa.beasinger@netl.doe.gov. The camera's key requirements include the ability to visualize and measure methane leaks from a safe distance, operate from a standard power outlet, and remove storage media without complex procedures. The camera must also be certified for use in hazardous environments. TELEDYNE FLIR COMMERCIAL SYSTEMS INC. has confirmed that no authorized distributors or resellers exist for this specific solution. The government retains sole discretion in determining whether to compete this requirement based on responses received, and telephone responses will not be considered.
