About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking to establish a Qualified Bidders List (QBL) for certain metal components through a pre-solicitation notice for machine shops. The opportunity requires interested parties to submit documentation demonstrating their eligibility to access unclassified controlled technical information with restricted distribution. Specifically, companies must be certified through the United States/Canada Joint Certification Program, which involves submitting either a DD Form 2345, ITAR Registration, or for Canadian companies, a DSS-MAS 9379 form. Accompanying documentation must include proof of business legitimacy such as state/provincial business licenses or incorporation certificates. The pre-solicitation notice requires all interested sources to provide comprehensive company information including capabilities, organizational details, contact information, business size, and identification numbers.

The pre-solicitation does not indicate a specific set-aside designation and does not specify potential award values or contract budgets. Interested companies in the Machine Shops NAICS category (332710), particularly those specializing in cartridge and propellant actuated devices and components, are encouraged to apply. The response deadline is March 19, 2025, by which time companies must email their submissions to the primary point of contact, Milos Djuric, or the secondary contact, Lisa Curtis, at their respective Navy email addresses. While the notice does not outline specific evaluation criteria beyond the certification requirements, it emphasizes the importance of early application to ensure sufficient processing time for future solicitation opportunities. The procurement appears focused on establishing a pool of qualified bidders for potential future metal component contracts within the naval systems domain.
