About this opportunity

The United States Property and Fiscal Office (USPFO) for California intends to award a firm-fixed-price construction services contract for site improvements at the 163d Attack Wing located at March Air Reserve Base in Riverside, CA. The project involves constructing approximately 1/2 acre of site improvements, including grading, paving, pavers, vaults, walls, and landscaping. Interested contractors must be registered in the System for Award Management (SAM) and possess the necessary capabilities to complete the construction within 120 days after receiving the notice to proceed. The contract falls under NAICS code 238910 with a small business size standard of $19,000,000, and contractors will need to demonstrate compliance with registration requirements, including submission of a notarized letter to GSA. The solicitation documents and associated information will be available exclusively on the Federal Business Opportunities website, with proposals due by January 29, 2025.

This contract opportunity is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a project magnitude estimated between $500,000 and $1,000,000. The Department of the Army National Guard is the procuring agency, and potential contractors should note that funds are currently not available, meaning no contract will be awarded until appropriated funds are secured. The place of performance is Riverside, CA 92518, with a construction timeline of 120 days following the notice to proceed, including inspection and punch list completion. Contractors must be prepared to provide all necessary plant, labor, transportation, materials, tools, equipment, appliances, and supervision to complete the site improvement project. Prospective bidders are advised to carefully review the SAM registration process, which now requires additional verification steps due to recent fraudulent activities.
