About this opportunity
The U.S. Army Contracting Command - Rock Island (ACC-RI), in partnership with the U.S. Army Joint Munitions Command and the Project Lead for Joint Services at Picatinny Arsenal, has issued a Special Notice announcing a Vendor Opportunity Day for the Quad Cities Cartridge Case Facility (QCCCF). The facility is a Government-Owned, Contractor-Operated (GOCO) facility located at Rock Island Arsenal, Illinois, dedicated to manufacturing steel and brass cartridge cases. The QCCCF encompasses approximately 180,000 square feet within Building 299, including 147,500 square feet of manufacturing space, 26,000 square feet of storage, and 6,500 square feet of administrative space. The Army is seeking interested sources from the United States and Canada for the facilitization and maintenance of this facility using Other Transaction Authority (OTA). This initiative supports the strengthening of the U.S. Manufacturing and Defense Industrial Base in alignment with Presidential Executive Order 13806.
The primary purpose of this Special Notice is to conduct a mandatory facility tour for potential contractors before the release of an upcoming Request for Solutions (RFS). The Vendor Opportunity Day is scheduled for September 24, 2025, at 0900 CST, and interested parties must RSVP via email to mallory.d.schmitt.civ@army.mil by the September 17, 2025 deadline. Participation in the facility tour is mandatory for contractors wishing to participate in the subsequent RFS process, though vendors who have toured the facility within the past two years are exempt from this requirement. The facility tour will be strictly observational, with no briefings or discussions about the RFS permitted during the visit. Only sources from the United States and Canada are eligible to participate in this opportunity. The initiative represents a strategic effort to enhance domestic manufacturing capabilities for critical defense munitions components.
