About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is conducting a sole source procurement for the renewal of QStar Obsolescence Management tool subscription software. The Systems Readiness Directorate of the Aviation and Missile Center requires this commercial-off-the-shelf software to evaluate electronics manufacturing trends and assess microcircuit and component obsolescence risks for Army aviation and missile systems and other Department of Defense products. The QStar tool provides critical capabilities including daily library content updates, bill of materials loading, part lookup and usage tracking, data access control, and predictive reporting functions such as end-of-life projections and availability risk status reports. This is explicitly identified as a sole source synopsis rather than a competitive solicitation, though the government will consider responses from capable sources received within seven days after publication. The solicitation was posted on August 8, 2025, with a response deadline of August 14, 2025.

This procurement carries no set-aside designation and will be awarded to QTEC Solutions, Inc. as the sole source provider. The contract covers a quantity of one support renewal for the period of performance from September 30, 2025, through September 29, 2026, with an option year extending from September 2026 to September 2027. The justification and approval documentation indicates that QStar is the only subscription tool meeting the government's specific requirements, including recognition of commercial off-the-shelf parts in the Army part library, Life Cycle Code accuracy, and a secure collaborative environment for part problem analysis. The place of performance is designated as Huntsville, Alabama, and the contract will be structured as a firm-fixed-price sole source award. Market research conducted through various channels, including the ARMY CHESS Request for Information process, confirmed that no other competitive tools meet the government's technical standards and operational requirements.
