About this opportunity
The National Institute of Standards and Technology (NIST) is conducting market research for a low-noise, tunable, high-power single-frequency microwave synthesizer capable of generating tones up to 16 GHz, with a sources-sought response deadline of July 20, 2026. This is a Request for Information notice, not a solicitation; NIST is evaluating vendor availability and capability to inform its acquisition strategy.
Place of performance is the NIST Boulder site (Mail Stop 676.03, 325 Broadway, Boulder, Colorado 80305). The synthesizer must operate across the entire frequency range exceeding 16 GHz, deliver output power greater than +25 dBm with adjustable capability, and achieve phase noise approaching −145 dBc/Hz at 1.5 MHz offset from the carrier. Required interfaces include rack mount or bench-top configuration, manual and programmable control, external trigger operation capability, external 10 MHz reference frequency input, and N-Type or 2.92 mm (K) coaxial output connector. NIST expects delivery, installation, and training to occur within 21 weeks after receipt of order. Acceptance testing is expected to exceed 7 business days, with 15 business days allocated for performance validation. Base manufacturer warranty is acceptable; no specialized facility, utility, calibration, maintenance, or training requirements beyond delivery are specified.
Interested vendors should submit responses (ten pages maximum, Microsoft Word or PDF format, 12-point font) to lia.arthofer@nist.gov by July 20, 2026. Responses must not include proprietary, classified, confidential, or sensitive information. NAICS 334515; PSC 6625.

BACKGROUND
This is a notice to request information from industry to help the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) determine the availability and capability of small businesses and other than small businesses to provide QNet Amplifier Pump to the NIST Boulder site.
This notice is strictly to request information for market research purposes to help NIST determine the appropriate acquisition strategy for this requirement. This notice shall not be construed as a solicitation, an obligation, or commitment by the NIST.
OVERVIEW
The National Institute of Standards and Technology (NIST) require a low noise, tunable, high-power, single frequency microwave synthesizer with capability to generate tones of up to 16 GHz at NIST. See attached draft Requirements/Specifications document.
ANTICIPATED PERIOD OF PERFORMANCE
NIST anticipates that delivery, installation, and training will occur within 21 weeks after receipt of the order.
INFORMATION REQUESTED FROM INDUSTRY SOURCES:
NIST invites industry sources to review this notice carefully and to familiarize themselves with the draft requirements/specifications document. Thereafter, by the closing date of this notice, NIST encourages those sources to submit responses to lia.arthofer@nist.gov . Do not include proprietary, classified, confidential, or sensitive information in a response to this notice.
Responses should be submitted to contain the following, in Microsoft Word format or in .pdf format, use 12-point font, with a page limitation of ten pages (excluding cover page and excluding standard commercial pricing information):
- Cover page, including:
- Sources Sought Notice number, title, and date of issuance
- Unique Entity ID
- Company name
- Company address
- Company website address
- Company points of contact and their phone number and email address
- Validation of company size status under NAICS: 334515–Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals
