About this opportunity
The United States Geological Survey (USGS) Astrogeology Science Center issued Request for Quotation 140G0326Q0054 on March 3, 2026, seeking enhancements to the open-source QGIS desktop GIS application to improve planetary data visualization and analysis capabilities for NASA's planetary science community. The primary deliverables include eliminating EPSG:4326-related warnings in planetary datasets, modifying base projection settings, resolving geodesic measurement tool bugs, correcting scale bar generation for planetary radius, and enabling proper handling of planetary projection codes for WMS/WFS layers, with an optional sixth requirement for implementing geocentric X,Y,Z map projection support. All work must be developed in C/C++ or Python as required by the QGIS framework, committed to the QGIS GitHub repository, and accompanied by passing unit tests. Award decisions will be based on a tradeoff method, with the government evaluating technical acceptability through work plans, resumes, published works, and prior relevant contract experience. Questions regarding the solicitation were due by March 6, 2026, at 1500 PST, and responses were due to yangzhideng@usgs.gov by March 12, 2026, at 1500 PST; however, the requirement was subsequently cancelled via Amendment 0001 issued on March 5, 2026, and no responses will be accepted.
This opportunity was designated as a total small business set-aside under NAICS code 541690 (Other Scientific and Technical Consulting Services) with an estimated contract value of $16.5 million. No incumbent contractor was identified in the solicitation documents. The period of performance was estimated to run from contract award through September 30, 2026, with all work performed remotely by the contractor at the vendor's facility. Quoters were required to submit a completed SF 18 form with line-item pricing, a technical submission demonstrating qualifications and experience, listings of prior relevant contracts with professional references, a firm fixed-price quote, and their System for Award Management UEI. Payment was to be made upon government acceptance of deliverables through the Invoice Processing Platform, with the contractor required to provide biweekly progress updates and maintain coordination with a government-designated technical liaison throughout the performance period.
