Interested contractors must submit a brief capability statement and statement of interest via email to Contracting Specialist Jami Cade by February 14, 2025, at 3:00 PM EST. While the government is conducting market research and not yet issuing a formal solicitation, they are particularly interested in responses from Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), who must provide proof of SBA VetCert certification. Respondents are encouraged to include information addressing the draft Performance Work Statement and identify any GSA Federal Supply Schedule contracts that might be applicable to this effort.
The contract will cover a base year from September 28, 2025, to September 27, 2026, with four potential one-year option periods extending through September 27, 2030. The selected contractor must provide vascular surgeons for on-call coverage after hours (4:30 PM to 8:00 AM) up to five days per week, weekend coverage, and federal holidays, with potential for up to 40 days of weekday in-house coverage annually. While there is no specific set-aside designated, SDVOSB and VOSB firms are preferred. The physicians must be available by phone within 15 minutes and on-site within 60 minutes when called, with performance monitored through provider evaluations, patient access metrics, and safety incident reporting. The contract requires a minimum of one key personnel to be credentialed and available for scheduling, with the contractor responsible for maintaining continuous coverage. The suggested NAICS code is 621111 (Offices of Physicians) and the Product Service Code is Q523 (Medical-Surgery).
