About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 16, seeks onsite dermatology physician services for the Central Arkansas Veterans Healthcare System, with proposals due September 14, 2026. The procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside; offerors must be SBA VetCert-certified at time of submission and award.
Place of performance is John L. McClellan Memorial Veterans Hospital, 4300 West Seventh Street, Little Rock, Arkansas. The contract is structured as a fixed-price indefinite-delivery indefinite-quantity agreement with a guaranteed minimum of $1,000 and a ceiling of $3.5 million over five years comprising five one-year ordering periods. The estimated requirement is 1,248 hours annually. Contractors must propose a minimum of two board-certified or board-eligible dermatologists available for scheduling and provide comprehensive dermatology care—clinic and surgical procedures, consultations, and patient education—meeting American Academy of Dermatology standards and VA clinical guidelines.
All physicians must hold 100 percent board certification in accordance with ACC Standards for Dermatology. Contractors must maintain professional liability insurance ($1,000,000 to $3,000,000 per occurrence), workers' compensation, and general liability coverage ($500,000). Contractors must comply with Immigration and Nationality Act provisions, obtain key personnel conflict-of-interest certifications, acknowledge VA Rules of Behavior for system access and security requirements, and submit monthly invoices electronically via Tungsten Automation in arrears.
Evaluation weights technical capability (management approach and proposed dermatologists' experience) and past performance on similar contracts more heavily than price. Questions are due September 9, 2026, at 10:00 a.m. CT to albert.kelly@va.gov. The Contracting Officer is Thomas Kovarovic; the Contract Specialist is Albert Kelly. NAICS 621111; PSC Q504.
