The Network Contracting Office 21 intends to establish a Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract to continue providing nursing home care for eighteen Veterans currently receiving services at the Honolulu, Hawaii facility. The notice indicates that the contractor is already providing these services and the new contract will maintain continuity of care. The contract period of performance is scheduled from December 1, 2025, through November 30, 2026.
The purpose of this Special Notice is to provide other qualified organizations an opportunity to demonstrate their capability to provide community nursing home services before the VA proceeds with the sole source acquisition. Interested contractors must submit capability statements by September 9, 2025, at 12:00 PM PST for consideration. Eligible contractors must be responsible sources capable of providing community nursing home services within Honolulu, Hawaii. The VA emphasizes that patient care and choice are the highest priorities in their decision-making process, adhering to VHA Notice 2020-32 and VHA Handbook 1143.2, which support the CNH Program's 35-year commitment to patient choice in nursing home selection and local oversight. Following the capability statement review period, the government will determine whether to proceed with the sole source acquisition, and a Justification and Approval will be executed by the Head of the Contracting Activity and posted to SAM.gov in accordance with Federal Acquisition Regulation requirements.
