About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21, issued a pre-solicitation notice of intent to sole-source a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract for community nursing home services in Honolulu, Hawaii, with a capability statement deadline of July 29, 2026 at 3:00 PM Pacific Time. The VA proposes awarding to Islands Skilled Nursing and Rehabilitation (UEI: CLKCQ6M9M7K7), the current provider of services to three Veterans at the facility.

However, all responsible sources capable of providing community nursing home services in Honolulu may submit a capability statement for consideration before the deadline. The Government will evaluate submissions and determine whether to proceed with the sole-source award, with patient care and Veteran choice identified as the highest priority in that decision. The VA emphasizes that the CNH Program maintains two core principles established under VHA Notice 2020-32 and VHA Handbook 1143.2: patient choice in selecting a nursing home near the Veteran's home and family, and local oversight of community nursing homes.

The contract period runs from October 1, 2026 through September 30, 2031, and covers NAICS 623110 (Nursing Care Facilities—Skilled Nursing Facilities) and PSC Q402 (Nursing Home, Long-Term & Adult Day Care Services). A Justification and Approval will be posted to SAM.gov. Contact Lacy Morgan (Lacy.Morgan@va.gov) for questions.
