About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Network Contracting Office 9 (NCO 9), is soliciting proposals for Community Nursing Home Services in the Lexington, Kentucky catchment area. The VA intends to establish multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with preferred providers of skilled nursing facilities. Potential contractors must be Medicare and Medicaid certified and meet specific quality rating requirements outlined in the Statement of Work. Evaluation will likely focus on providers' ability to deliver specialized nursing home care at various levels using Resource Utilization Groups (RUGs-IV) rates. The solicitation was originally posted on June 25, 2024, with an extended proposal due date of December 23, 2025, though it's important to note that the solicitation was ultimately canceled on April 9, 2025.

The solicitation was not set aside for any specific business category and was open to qualified nursing care facilities. While no specific incumbent contractors were mentioned, the VA anticipated establishing multiple contracts with a minimum spend of one day at the lowest RUG-IV rate and a maximum potential value of $10 million. The contract was structured with a one-year base period and the potential for up to four additional one-year option periods. Performance would be located within the Lexington, KY service area, with pricing based on a percentage of Medicare RUG-IV rates subject to potential annual adjustments. Importantly, the VA would make direct payments to contractors, with contractors prohibited from billing patients, their families, or other insurers directly.
